In partnership with Norwegian People’s Aid (NPA), Duhozanye is implementing the PPIMA (Public Policy Information, Monitoring and Advocacy) project from 2021 in the districts of Gisagara and Nyanza. As part of this project, Duhozanye organized the District Dialogue Forum (DDF); a live radio program through which local leaders provided feedback on citizen issues related to service delivery and priorities to be considered during the district planning and budgeting process collected through the community process.

The project strives to empower citizens and duty bearers in Gisagara and Nyanza, on one hand, for citizens to participate effectively and meaningfully in local decision-making processes, including imihigo planning and on the other hand, for decision makers to fully engage with citizens to address governance and service delivery issues that may impede sustainable socio-economic development.

DUHOZANYE uses the Community Scorecard (CSC) which is an approach and tool that has proven to be an effective empowerment tool/approach for citizen engagement with duty bearers. The community scorecard process was conducted from the cell level to the district level. The main reason Duhozanye conducted this DDF is to advocate for the issues and priorities raised by the community to be taken into account in the planning and budgeting of the district for the upcoming fiscal year 2023/2024 and also providing space for citizens to effectively participate in District planning.

During the DDF, citizens called on the radio, presented their concerns and directly got direct feedback from the district authority.
